Install ships the channel object + lib; hookup is one guarded require + one append in ui.js (see the savi-says skill). Drive it with /says or the say() helper.

Adds /keepsay and /stopsay: keepsay turns on spoken replies (Savi reads every reply aloud through the channel, journaled as a standing mode so it survives sessions); stopsay turns it off. /says unchanged.
